Danville's Oversight Board meets at least twice per year to consider approval of the Successor Agency's Recognized Obligation Payment Schedule (ROPS). Additional meetings are scheduled as necessary.

About

In 2011, the State of California adopted ABx1 26, legislations which dissolved all redevelopment agencies throughout the state and created a process to wind down the affairs of those agencies. 

The law also requires that each Successor Agency have an Oversight Board, which must review and approve all actions proposed by the Successor Agency. If an action proposed by the Successor Agency is approved by the Oversight Board, the matter is then forwarded to the California Department of Finance, which has the ultimate decision making authority.

Duties

The law requires that each former redevelopment agency designate a "Successor Agency" to handle the day to day obligations of this wind down or dissolution process. These duties include, but are not limited to, preparation of required financial disclosures, identification of enforceable obligations of the former redevelopment agency and disposition of former redevelopment assets. In almost all cases, the Successor Agency is the city which originally created the redevelopment agency. That is true in Danville, where the Town assumed this obligation.

Membership

The law specifies that Oversight Boards consist of seven members, appointed as follows:

  • One by the Chancellor of California Community Colleges
  • One by the County Superintendent of Education
  • One by largest special district (by property tax share) in the former redevelopment project area
  • Two by the County Board of Supervisors (including at least one member of the public)
  • Two by the Mayor (including at least one employee of the former redevelopment agency)

Appointments

Based on these requirements, Danville's Oversight Board consists of two Danville residents appointed by the:

  • Contra Costa Board of Supervisors
  • A member of the Town Council
  • Representatives of the:
    • San Ramon Valley Unified School District
    • Contra Costa Community College District 
    • San Ramon Valley Fire Protection District
  • The Town Manager
